In its preliminary report on the fatal LaGuardia runway collision, the NTSB details a timeline in which a firefighter heard “stop, stop, stop” from a controller yet did not know who the warning was for. The board also says the same controller had cleared the firetruck to cross and, minutes later, cleared an aircraft to land on the runway.
