South Africa court rules B-BBEE racial criteria can’t be used for international carrier licensing

Pretoria High Court has struck down the Broad-Based Black Economic Empowerment (B-BBEE) Act criteria used when adjudicating licence applications for international carriers operating in South Africa. The June 5 order effectively removes a key element of the racial-criteria licensing test for foreign operators.
