Air traffic control staffing shortages tied to the 23-day U.S. government shutdown are delaying flights and prompting ground stops at major airports including Reagan National, LaGuardia, Newark, Washington and Houston, the FAA said. Controllers continue working without pay and unions report some are moonlighting.
