Tighter Chinese rules on private-jet operations, combined with economic headwinds, are driving wealthy owners to rebase aircraft offshore—notably to Singapore—or forgo dedicated cabins and fly commercial. The shift is eroding demand for China‑based FBOs, hangar capacity and in‑country business‑aviation services.
