Canada and Costa Rica regulators, with GSMA, confront direct-to-device (D2D) compliance for mobile-satellite (MSS) spectrum

Telecom regulators in Canada and Costa Rica—countries whose coverage includes large terrestrial cellular gaps—are trying to set enforcement rules for satellite direct-to-device (D2D) services operating in mobile-satellite (MSS) spectrum, in coordination with the GSMA. Officials warn that weak oversight could enable a “Wild West” approach to compliance.
